A person who is foolish, stupid and easily offended. The word is a combination of nincompoop and POP (perpetually offended person). This person goes through life looking for offence to justify his/her ignorant outlook.

Man, those violent protesters are a bunch of nincompops. All that hate and ignorance rolled into one group.
