Usually follows a positive statement. Used as bridging statement for dramatic effect, to a negative consequence/statement.

Probably stems from the phrase "you'll be kicking yourself for this one"
Sure, renting an apartment is cheaper and gives you a lot of flexibility to move around, but here's the kicker: with the money threw away renting places for 5-10 years you could have been well into a mortgage and have built up some personal equity, and credit.

Ladder Kicker 

someone who acts as if the only means of preserving or promoting their quality of life is by denying the same to others. They have climbed the ladder of opportunity and now want to kick the ladder away.
Nancy moved to this neighborhood ten years ago for the schools and quality of life. Nancy opposes the construction of a new apartment building that would offer a similar opportunity to new families. Nancy is a ladder kicker.

kicielinski

This is the word used to define a hobo. A bum. A lazy moocher. Someone who was too lazy to do something correct because it required them to do a teensy bit of work.

"If its too dificult to work with, better not do it at all, because then we'd have to do more than even less than the minimum requirement of the job." is a line heard from a Kicielinski type of person.

Their dental hygiene is so poor, to call them a slobbering hobo is a compliment. Their green stubby fangs that protrude from their mouth disgust even back alley vermin such as rats.

This person can't handle things that require the use of the mind, such as ordering supplies, or using their hands to cut something.

A Kicielinski will have their feelings hurt quite easily as they are thin skinned losers and deny others what is their rights to have, and make up excuses as to why they are such failures.

Then they'll resort to lying and make false accusations as to why another shouldn't be permitted to move up in the world, usually because they are jealous losers.

If you suck at life and aren't good at your job and sabotage others out of spite and jealosy, you might be a Kicielinski.

He said he wouldn't allow Henry to continue with any new apprentice training. He made up some stupid excuse to cover his dumb ass, what was it again? Oh yeah! he said he was "jittery and unfocused". What a retard. He must not know henry at all.

What a loser. What does he hope to gain? Henry is 10x the cake decorator he is! Not that it'd be difficult with his lack of skill!

tire kicker 

Someone who is indecisive about purchasing a product or service, and never feels satisfied with what they are offered. In the end a tire kicker may or may not buy. The term comes from sales people at car dealerships. Tire kickers would come around frequently, kick the tires a few times on the cars that they liked, but never make a solid purchasing decision on any particular car or trim.
That tire kicker has come here every day for the last month, don't waste any time on him.

Done Up Like a Kipper 

British idiom for one who has been totally bamboozled or taken advantage of by another.
Friend A: You just bought a gold watch from the street vendor for 100 quid?

Friend B: Yeah, mate, nice watch, isn't it?

Friend A: Eh, boy, you've been done up like a kipper!
