When some has an extreme reaction to something and starts freaking out.
When I saw Troy I literally had a hairy conniption and started crying. Brad Pitt was just too hot to handle
relating to the mental abilities like thinking, remebering, learning etc.

the "cogn" in cognitive is generally related to 'aware of something' like in cognizant and recognize.
example - A person with more cognitive skills is more likely to get a job in GOOGLE.

conniption fit 

A conniption fit is a spontaneous outburst of anger or frustration, usually precipitated by an act of stupidity or neglect. Wild animation, gesticulations, and flailing of limbs often accompanies said outburst, adding visual flavor to the experience.

Civil service bureaucracies are known for having entrenched cultures of kick the cannism, artifacts of cushy salaries and an overarching acceptance of reactive solutions in lieu of a proactive mindset.

cognitive dissonance 

An example of somebody displaying cognitively dissonant behaviour would be a situation where the persons views, values, beliefs etc are contradicted or opposed by one or other persons causing them mental (psychological) stress. At this point a state of cognition is triggered effectively causing them to refute, reject &/or miss-perceive the contradictory views, values or beliefs.
"smoking will most likely cause you to have cancer you know?"

"hmmm I'm not so sure I know people who have smoked all their lives and they're fine, plus I enjoy it anyway.." this is cognitive dissonance
