ticket-troll 

A bothersome creature that seems to appear out of nowhere sneaking up on people when they least expect it and ruin an otherwise perfect day by giving something to them not wanted and taking away something they need.
While trying to get to work, but running late, a driver didn't notice the ticket-troll tailing behind their vehicle, waiting for them to make a mistake, giving the creature a chance to pounce upon the unsuspecting victim.

meal ticket 

(noun) A person, possibly a boyfriend, girlfriend, husband, wife, friend, etc. who is kept around and close in order to be used, monetarily.
Though they had dated for years, John was nothing more than a meal ticket to Betsy. He was just a dumb, naïve fool that was there to be used, nothing more. Stupid fool believed someone actually loved him.
