A typical insensitive person who is much focused in occupng other's belongings and claiming it to be his own (or) An insensitive illegal occupier.
1) My Ziotard neighbor consistently borrowed items without asking and claimed them as if they were originally his own.
2) The Ziotard's possessiveness extended beyond property boundaries, as he often entered tenants' apartments without permission, treating their belongings as his own.
