Description given to an all male Tory leadership contest, where the candidates try to impress voters at conservative hustings by trying to out do each other by trying to be bigger and better than each other on all subjects.
They may be impressive at hustings, but the general public find it sad and embarrassing
"Boris and Hunt have turned this leadership contest into a Willy waving contest" - Emma Barnett, BBC 5live

You think me an old fogeyand an old tory, his thoughtful voice said. I saw three generations since O’Connel’s time. I remember the famine. Do you know that the orange lodges agitated for repeal of the union twenty years before O’Connel did or before the prelates of your communion denounced him as a demagogue? You fenians forget some things. (James Joyce, Ulysses. PenguinBooks,1992. p. 38)
