a person who uses public coffers for personal, political, or monetary gain

The trougher most often denotes a pig who gorges themselves at the expense of citizen taxpayers, at the public "trough" usu by advertising or parroting misleading policy.
Troughers are alos people who support government policy blindly and without regard to accuracy or truthfulness.
Generally any person who gorges themselves like a pig feeding at a the trough.
