Can also loosely refer to the hair-trigger wrongness-detecting consciousness of an overly-zealous/sensitive person who vociferously protests anything and everything that he deems inappropriate, unfair, dangerous, unsanitary, etc.
Howard Hughes was infamous for his irrational behavior and assorted phobias; one of his most notorious disorders was his overactive squawkometer regarding germs.
