This is a sexual trick a girl plays on her male partner when he is either selfish or just for kicks. The girl gets the male excited and goes down like she is going to give him head. She gets his dick in her mouth and just leaves it there - no sucking or licking or anything. The guy will have terrible blues and the girl just keeps pretending to be asleep even if he pleads with her.

An expression used when you say goodbye and mean to leave permanently but end up coming back immediately because you forgotten something. It jokingly means that the person you said goodbye to had a "narcoleptic blink" and fell asleep, and that you're not back already, but that you're back after doing whatever you were supposed to be doing.
