Manila Paper

A cheap piece of paper made out of cheap raw materials. The term Manila came from the name of the capital of the Philippines, Manila, where all cheap Filipino politicians and government officials assume their duties by stealing the poor Filipino people's money through raising their taxes.
This Manila Paper costs only 5 pesos. I bet the government gets 4 pesos as tax.
