A website styled with many animated gifs or other moving pictures and annoyances. Generally these pictures have no relation to the content of the page.

That guy who always links to GIF animations to get the message across on forums or social networking sites; often to keep ahead of the mainstream crowd by not using English(a "popular" language structure).

That GIFster keeps sending me annoying GIF's to my twitter.
