follower fishing 

When someone is looking to gain followers on twitter so they follow a large number of people hoping to gain a couple and a few days later unfollow all of them, but still keep the followers they gained.

Person 1: im gonna get 200 followers tonight!!
Person 2: How do you plan on doing that?
Person 1: I'm goin fishin! ... Follower Fishing!!!!

“Influencers” making posts to gain more followers in a dramatic/controversial way.

“She made a post last month about their life being too much in the spotlight and how hard it is on their marriage so they broke up. But then a month later posted about fighting for that marriage. All while posting it in the “spotlight”. She was follower-fishing
