Dio Second's are called this because of how long "Dio's Seconds" are in his ability to time stop. Dio Seconds contradict the actual Timestop seconds

Dio: One second has passed! Two seconds have passed! Three seconds have passed! Four seconds... Five seconds have passed, Six seconds have passed. Seven seconds have passed! I still feel the power! Jotaro: O-Old man... you were right. Getting mad has gotten me into trouble. But this isn't the end of it. I still have plenty more are to hurl at him.

Dio: Nine seconds have passed! But it appears that stopping time for nine seconds is my current limit.

Jotaro: Y-You bastard...

Dio then hits Jotaro so hard breaking bones in 3 different places, the fight contnues.

Dio will monologue in his "9" Dio seconds despite the fact he has 9 seconds in timestop.

A food native to Pittsburgh/Western Pennsylvania in which cubes of pork and/or veal are put on a short, wooden skewer, breaded, then baked and/or fried.

I've heard that city chicken originated during the Great Depression, when folks didn't have enough money to buy full cuts of meat, so they assembled meat scraps on a wooden skewer, creating a make-shift drumstick. Hence the name.
