Any person or organization that exploits panic related to the COVID-19 pandemic by purchasing and reselling household goods to persons unable to sufficiently gather and horde “necessities” independently. Also refers to any person or organization offering free services, in a seemingly altruistic fashion, but who is really just rubbing their hands greedily at the good publicity generated by the deed.
