Almost the same as a cloutchaser but a cloutsurfer does it on a way more peaceful way. This person will just hang around with you and act nice to you because of your clout. He will ask you for favours.
This guy keeps hanging around with me and keeps trying to be cool with me. It must be a cloutsurfer.
