A term that wuld be used like High or Stoned but less known. It's origins came from comparing a person on a drug like cannabis compared to a buoy out at see. It is compared in ways like they are both in a way alone and isolated. Another comparison is they are both set in one place and on or focused to one certain thing. For buoys it is they attached to the bottom of the sea and they kind of dont really have a pupose besides show ing which way to go but nowadays we have gps's so we dont need them and they are irrelevent, When a person is stoned they are stuck on a certain idea and like buoys, were at one point relevent, but now just something that isnt important but still goes on and on. For your brain it is on a certain idea that you stick to and carry on from there.
At the party last night he was totally buoyed, he could barely even have a conversation because he was stuffing his mind and talking about cats for hours!
