(v.t.) To deliberately withhold volume-sensitive tasks necessary for an employee to maintain advanced-level certification, usually to avoid an appeal much stronger than the damning documentation (if any); for example,

"Oh, Martha doesn't do those anymore... her license was besunsetted to accommodate new insider trainees."
