It is a made up word. Used when you want to say something but can´t think of another word than "Utralittn".
If your day was really strange but you don´t like the word strange or weird say "What an utralittn day"
Or if you are in a totally normal mood but someone asks you "How are you?" and you don´t like these people who always say "Fine" because it´s so boring, just say "I´m utralittn"
