The Toymaker 

Portrayed by Michael Gough (1966) and Neil Patrick Harris (2023), the Toymaker is a malevolent, powerful being from Doctor Who who ensnared sentient beings in childish games in which he rigged for his own benefit.

He first appeared in the 1966 story titled 'The Celestial Toymaker' and had various comic strips and various Big Finish audios before his latest appearance in the 2023 story 'The Giggle'
TOYMAKER: Oh, but he is recognising me. Are you not ge-pleased, Herr Doktor, to see me again after so many years?
