A person who shrugs and raises their eyes in a attempt to be modest while bragging about oneself.

Paul: I recently saved a whole village from an atomic bomb with my bare hands. But it's no big deal. *shrug*

People who just sit in the background and react to things without saying anything, they aren't viewed as real people with independent thoughts or values.
Popularized as a sort of 4th wall break on the Nickelodeon TV show Victorious.
