Usually said in response to somthing long and/or confusing, saying words means someone or something is stringing along a group of words that make absolutely no sense

2. When you can't tell what someone said and don't know how to respond.

(Person 1 mumbling) "We gotta go down to the fish monkey by the market"

(Person 2) "Bro, you are just saying words"
