He is a bit smug though Ron is a character made by wildythomas that appears in Bob's Onslaught and Bob & Bossip/Bossip mod Ron is canonically homophobic just to make everyone hate him, Ron uses the spritesheet for High Effort Tankman as a base. The spritesheet is even called Tankman.png.
There is an animation with Ron falling down, with the last frames being his eyes turning into crosses. The animation is used when a meme sound effect is played.
