A polite way of calling someone who is obviously retarded, retarded. Another way of using the word is just simply saying "Ricky" it gets the point across rather well.
"Ey you know they call me Ricky? Ricky retarded."
"Oh I dont know about that Tak fellow, he's a bit Ricky.."
