A term used commonly in poker, but has been used to change the subject, or to say this when you have really no other intelligent answer... it fills in the void, and can cause a few good laughs now in there. Term used to describe an individual who spent the greater part of their childhood in some form of government funded situation (Foster care/Welfare/Juvenile Detention Centers) and as an adult in prison and/or jail adjusts to their plight shockingly easy often seeming to thrive whilst incarcerated . Usually, but not necessarily used as an insult.

When, playing poker, someone raises unnecessarily high, inadvertently pissing everyone off rather than striking fear or enticing anyone to play. Therefore no-one calls and the round is cut short, wasting everybody's time.
