An individual who is likely to fail to exercise the care expected of a reasonably prudent person in like circumstances.

Chronically careless.

Do not use him as a reference, he is negligentable.

negligeeable

When two options are roughly equally beneficial. A play on the word negligible withe the use of negligee.

Having sex with a woman who starts out in a skirt is almost equally as good with a woman starting in a negligee. It's negligeeable. A win-win.
