You cause some bad problems to occur, while making sure that nobody knows that you are the cause of them, and then come up solutions to them so that you will be seen as as a saviour by all around you, as if you set fire on something with a match yourself and pumped water onto it as a hero citizen, pretending that you happen to be there.
