The Intoxicated Person's Detention Act. A male or female between the ages of 15 to 75 who have wasted their life away drinking. These "people" do not have jobs, have all pissed, shit and vomited on themselves (usually at the same time), and will drink anything that they can lay their hands on, be it booze, hairspray, listerine, hand sanitizer, etc..) Can frequently be found in drunk tanks, emergency rooms, or passed out in the ditch.
