You wear a life jacket like a diaper, get in the water and float near the boat while drinking.

Lets take the boat out and do some flinking.

Flinking 

Floating and drinking = flinking. Drinking alcoholic beverages while floating in a body of water (usually a pool or the ocean).

We spent most of our time flinking in the adult pool during our vacation in Cabo San Lucas this year.
