The act of pumping immense, disproportionate resources into a previously casual or nuanced situation to forcefully extract and squeeze out a dopamine hit through unhealthy and unsustainable means, often at the expense of others and with no regard for anything except dopamine.

We had a fight about this thing again, that guy keeps dopamine fracking with those arguments and I'm so tired of this.

To take something small, that doesn't quite qualify as a theft. Probably from the Danish "skæv" or the Dutch "scheef", both of which are pronounced similarly, meaning "askew, or not quite right'. To change an item's ownership without permission, but only something small and of little worth.
