This word is a simple shortening of the term "carburetor" used by marijuana smokers to refer to the carburetors on thier pipes. Generally these carbs occur on handblown glass pipes, or smaller wooden or metal pipes. The idea behind the carb is to cool the smoke by allowing fresh air in to mix with the smoke in the chamber. This results in smoother hits, and less coughing.

In any FPS, he will make sure he kills you and you only. In mario kart, he's the type of dude to intentionally start the race in last place, get a star, and when he's behind you, use it, and stay on you so you cannot play the game. He will also be in last place, but Carb does not care, as he made your experience playing the game objectively worst, which to him is just as good as getting laid.
