Batschake is a derogatory german expression for somebody that comes from the Balkan and was mostly used in the 19th century. It can be compared to the german word Kanake.
Teddy Teclebrhan, a german youtuber/comidian, revived this expression using it in his impressions of an old racist german. You could say it's a similar situation as if a black person said the n-word.
In the 21th century it's generally seen as a joke and not taken seriously partly because of Teddy Teclebrhan, partly because it is so outdated and only used in dialects. In some parts of germany though (Thüringen, Sachsen, ...) it's still used as a bad word and taken very seriously.
