In American football, a would-be pass-receiver's arm extended timidly because he is afraid that if he catches the ball he will be tackled extremely hard. Usually plural.
"He's open, it's there.... Oh! Off his fingertips, incomplete. He had alligator arms on that one."

alligator arm

(verb) To shoot in a weak, goofy style without extending the arm; to short-arm.
(noun) A person's arm that tends to shoot in the above fashion.

This term comes from the weak, short arms of the alligator. This is the reason alligators are generally not good beirut players.
UNC really blew that game against Duke when McCants alligator armed that buzzer shot and it fell five feet short.

When someone "pretends" to reach for the check at a meal with friends but always get to it a little to late.

Or when the bill sits in the middle of the table and nobody reaches for it.

Aligator arm 

To pretent to want to pay the check at a restaurant or bar, insincerely. He "Aligator armed" the check. Example is to reach out, but only so slightly to try to get the check but have it taken away by someone else at the table that will pay.

alligator arms 

Someone that never offers to pay for anything. They suddenly can't reach their wallet/purse when its time to pay the bill because they are cheap.
It should have been $40/each, but John has alligator arms and didn't put any money in.
