The act of an NC State fan who believes they have complete & total carte blanche, derived from a faux dominance over their perceived “rival” North Carolina Tar Heels counterpart fans, to speak out of pocket towards any and all whether be total strangers to them, or in most times NOT, pointing out their allegiance based from the gear they wear in a derogatory manner anywhere in public they are seen.
