Why?
Firstly, many people resign from the huge hour requirement. Especially with everyone going back to school, it will become harder and harder for HRs to get hours.

Now, I'm not saying to remove hours completely, otherwise there wouldn't be much point in being an HR if you aren't going to play. Inactivity notices only last a week when being an HR is such a stressful job.

If hours were lowers, more HRs would play as it wouldn't be so stressful. Or that instead of having the huge hour requirement, you could have less hours but a requirement of talking on the discord servers. This would mean being an HR would be more balanced, and not just playing in game. Having less hours would mean less HRs would resign!
