A nickname for Beloit, Wisconsin due to its relatively high crime rate compared to most of Wisconsin. It is 3rd in Wisconsin for violent crimes behind Milwaukee and Green Bay. A reference to Detroit, Michigan which is of course more dangerous than Beloit or anywhere else in Wisconsin.

In most of Wisconsin gunshots at night is probably someone out hunting, but in Beltroit it might be someone getting bodied

Could also mean someone who literally lives inside I-495, either in Washington, DC proper or one of the inner suburbs (Arlington, Alexandria, Falls Church City, Bethesda, Chevy Chase, etc)
