However he/she will be found in the Chiefs office complaining about why the Engine Captain always places them in service before they arrive on scene, Why they have to go out of service the pointless training, and why they couldn’t add on to a specific call for service.

A douchebag is both arrogant and disingenuous, but the term does not denote any particular level of intelligence or lack thereof, nor does it denote any degree of abrasiveness or lack thereof. A douchebag is always unaware that he is a douchebag.
