Traditionally a term used by speakers of British English as a contraction for "isn't it?"

Used to punctuate a sentence to ask a question, or to agree with oneself rhetorically. Many speakers often spam the phrase in a way thats grating to american ears.

The term has since evolved to become a term of endearment to refer to all speakers of British English, especially the ones with really thick working class accents or super posh accents.
