Terminology used to emphasize the fact that you are chilling, usually while sporting some cool shades (indoors or out). And by chilling, I mean relaxing slash lounging slash sipping margaritas.

Chill Winston

Comes from The Lenny Henry Show from the late 80's in the UK. Lenny Henry's character (Delbert Wilkins) would often tell his friend Winston to calm down in his character's vaguely West Indian accent - "chill, Winston". The line used in Lock Stock & Two Smoking Barrels is a reference to this. It has become a common British saying, though many are unaware of it's origin.

Chill Zoot

A chill zoot is when instead of passing it around the circle it is left on the side to take a breather when it starts to feel like "ohh its come around again". This makes the zoot last a lot longer and hit harder.
