A person that is an immigrent or a person that talks wierd english. Also know as a F.O.B(fresh off the boat). They may talk like this:"I'm no pob, I can tolk proper enlesh".

Guy:"Hey look at him, he's foblicious".
Other Guy:"Oh yea, he's so fobliciouce".
Fob:"Huat are you guys tolking about?"
