Small Plate most commonly refers to a plate filled with a small amount of food, which the person intends to refill several times before the end of the meal.
At a restaurant a Small Plate is a nicely presented dish of culinary delights which is so tiny that it's sure to leave you starving for more. It also costs exponentially more than the actual value of the food.

Get the small platemug. An extra paper plate that you grab to put under the first to add reinforcement (in case it gets soggy, deformed, etc). Some of the time, one will keep the reinforcement plate, and only replace the top plate. The same can apply to cups.
Bob: Hey, Steve! I can't help but notice that you keep grabbing 2 or more plates everytime you come back up to get some mashed potatoes.
