The phrase “I have a plan Arthur” is usually coincided with a bad plan, or decision that someone is going to make. This is usually a reference to RDR2 where Dutch Van Der Linde’s plans most of the time fucking suck and cause more trouble than good.

Normally it used used under a lgbtq person or women's video talking about something in their community or something to do with it. A lot of the time its used by salty young men because they don't know what to say because they know their opinion is not only wrong but is more pointless than the video or comment they are replying too. it is a ignorant term and shouldn't be commented under videos discussing serious topics.
