A person who to blames President G. W. Bush for even obvious unrelated issues, for no other reason than to push a personal or political agenda.

Examples A Bush-Blamer would say: Bush was responsible for that Volcano erupting that shutdown all those airlines. Bush caused Global Warming. Bush blew up the World Trade Center. Bush caused that oil spill to embarrass Obama.

This originated with a guy named Kemper who met another guy who looked like a black version of himself. He was given the name Blemper; Black Kemper= Blemper.
