peeling layers of the onion

This refers to the mental status of a person. The brain is the onion, and layers are the functions processed by the brain. As a person's mental status changes (ex. as they become intoxicated) they are peeling layers that control functions of the brain. The outer layers are the highest functions, and the first to go.

weak layer

A weak layer is used to describe a layer of snow within the snowpack that may be prone to causing a snow avalanche.

Weak layers are caused by changes in snow pack's temperature, snow crystal type and snow crystal deformation resulting from changes in atmospheric conditions and moisture content.

We dug a snow pit on Pucker Face and found a really weak layer that is sure to rip a avalanche on the next bone head who tries to ski it.

layer 8

c.f. the OSI (7 layer) reference model (physical, link, network, transport, session, presentation, application). "Layer 8" refers to variably the "political", "management", "lawyer", "business", or "money" layer, or some other element the speaker wishes to be denigrate as being technically irrelevant and therefore stupid. Nearly always followed by the word "issues" or "problem".

Not only was the ISO protocol stack technically over-engineered, it became far too embroiled in Layer 8 issues to ever become useful.

Yes, some of our Exchange users need IMAP, but some moron in the security group thinks it isn't "secure". It's a Layer 8 problem.
