The word originated from West Philadelphia in reference to a local legend, Peter K.

Another name for an person who does something stupid or embarassingly funny.

Term came to be after an incident in where a gentleman in a wheelchair was stuck on a grill of a Semi Truck wearing a "I'm a Pepper" T-Shirt. He was unharmed. "What a Harold" term used to be the describtion for the same thing. Was then changed to "What a Pepper".

Eddie: "Dammit, I just locked my keys in my car."
Davey: (laughing)... "Whatta Pepper!"

Eddie: "Look! Allen just busted his ass."
Davey: "HA HA HA.....What a Pepper"

Slang for a mixture of herbs similar to marajuana (that come in a small black packs) that is smoked. It's perfectly legal, has all the same effects as weed, and is also sold in certain stores. Pepper can be a legal substitute for actual marajuana, and is even rumored to affect the user even more strongly.

I don't smoke pot anymore, I smoke pepper.
