2.) It can also refer to those fries that have fallen to the bottom of your bag.

Brother in french. Used in the Tunisian dialect to define a young usually unemployed person that lacks education, culture and elegance. It started on Facebook with people calling each other frère, then it became used sarcastically to define the people who usually use that expression.
