Often associated with gerrymandering, to hoopgamble is to place bets on the amount of salamanders able to be used in one sitting. -er, one who places said bets. -ing, the act of participating in a hoopgamble.

Guy 1: "Hey man, wanna go hoopgamble later?"
Guy 2: "No way man, I'm to tired from gerrymandering your mom last night."

mostly used to describe good rhymers, but can also be used in the context "STUPID HOOPID", which means that person is not amazing and not good at rhyming.
