This phrase means that a person is lacking in intelligence, not through any form of retardation but a lack of trying.

Brittney: "What is an Intelligence Quotient?"
Teacher: "You mean an IQ, the thing we have been discussing for the last 10 minutes."
Friend of Brittney: "Seems like your lacking number 4."

Lacking a distinguished known dialect or accent...Having an accent that is defined by having no distinguishing qualities and are rather robotic/monotone sounding...Often pertaining to a typical American accent which knows no boundaries or areas.

One time I visited England...they made fun of my expressionless Lackcent with their classy English Accents.
