When someone tries to dodge every social event by delaying their decision until they run out of time and then they start whining and saying that they wanted to go, but due to some made-up circumstances weren't able to.

Anyone: How about going to the ZOO?
Hung: Yeah, great idea, let's go next month!
*a month later*
A: Ok, lets go
H: Oh no, I soooo wanted to go, but unfortunately... the dolphins got killed yesterday.
