It is an oxymoron. Mixture of the word "safe" to denote something that is good and the word "budget" to denote something that is bad.

safe budget means that it is within budget
as in its a good budget

Connor is basically a stick insect. They often are around lingering in chip shops for half their life and spend the rest of their time on fortnite. They typically have peanut shaped features to them but if you crack the nut or eat it you may become a sweat at fortnite at a deadly rate.
