In basketball, when an offensive player is poised to score emphatically on the defense, except at the last moment his shot, usually an easy dunk or layup, is blocked with an equal or greater amount of emphasis. A person or group that will do anything not to take responsibility by any means possible. Other characteristics are asleep on the job, procrastinating, neglectful, unconcerned, indifferent, dilatory, inattentive, careless, unready, unpersevering, lethargic, lifeless, and lackadaisical.

Those customer service reps are such pusher backers, that you might as well not call at all.
